All Career and Technical Education students performing work activities through work-based/on-the-job training programs are governed by all Federal and State Child Labor Laws, as well as, Department of Education Career and Technical Education guidelines. Teacher-coordinators MUST be knowledgeable in Child Labor Law policy, manage all DOE state-required paperwork, maintain accurate records for ALL STUDENT WORKERS and supervise students in the workplace. IN ADDITION to federal and state policies, Volusia County Schools has the following district policies in place:

OJT TEACHER-COORDINATOR TRAINING POLICY
All teacher-coordinators of work-based activities are required to complete an annual in-service training held on the district CTE Preplanning Day PRIOR to managing work-based programs. This includes teacher-coordinators of Cooperative Education/On-The-Job Training, Diversified Education (includes Work Experience and DCT) and Internships. After the training, teacher-coordinators must read, sign and submit the OJT Teacher-Coordinator Job Responsibilities document.

OJT WORKERS' COMPENSATION CARRIER POLICY
Volusia County Schools requires that training stations (employers) for students earning high school on-the-job training (OJT) credit via Cooperative Education, Internships, Work Experience, and Career Placement programs carry workers' compensation insurance.

The employer MUST have workers' compensation insurance in order to place a student at the training station.  If the employer legally does not have to carry workers' compensation insurance (5 or fewer employees) and elects not to add workers' compensation coverage, then teacher-coordinators may NOT place students at the training agency.

The OJT work hours and credit(s) policy for Volusia County Schools is identified below:

  • Students can earn one (1), two (2) or three (3) credits in a 36-week school year.
  • Students can earn up to three (3) OJT credits in one school year and may repeat the OJT experience in following years to receive additional credits.
  • Students must work for the ENTIRE 36-week school year to earn credits.
  • An 8th period may be used to reduce the OJT out-of-class time for students who need to take an additional in-school course; however, a teacher-coordinator must be assigned to manage the OJT experience.

OJT TEACHER RELEASE POLICY
The OJT teacher release policy for OJT coordination, management and worksite visitation is as follows:

  • For OJT coordination, management and worksite visitation, teacher-coordinators can be released for a maximum of 3 periods a day in a 36-week school year.
  • OJT release time is IN ADDITION TO A REGULAR PLANNING PERIOD!
  • OJT teacher-coordinators must visit each student's worksite a minimum of 1 time per 9-week grading period.
  • The above teacher-coordinator release calculation is determined as follows:

9 Weeks – *1 Week = 8 Weeks
* 1 week per grading period allocated to program start-up/end-of-period grading/testing, etc.)

25 Students / 8 Weeks = 3 Hours per Week (for work site visits @ 3 visits a week)
                                   2 Hours per Week (for coordination and management)

   TOTAL     5 Hours per Week
